Seminar: Can We Save the Tax on Capital?

The tax on capital has fiscal and distributional virtues. However, it is inefficient by nature and made more inefficient by the realization requirement, individual and corporate mobility, and the asymmetry of information that makes enforcement and collection difficult. This talk will discuss cover reform proposals, including wealth taxes, progressive consumption taxes, and the creation of sovereign wealth funds.
Speaker: Joseph Bankman is the Ralph M Parsons Professor of Law and Business at Stanford Law School. He has written widely on topics of tax policy and is known for his work on tax shelters and tax filing simplification.
